Joy condemns assault by MLA

Former Opposition leader and veteran politician O Joy has condemned in the strongest term the alleged physical assault of a male nurse and an attendant of RIMS by MLA and Parliamentary Secretary Meghachandra.
Speaking to media persons at his Kakwa residence today, Joy recalled that there was an incident a few years back when a Cabinet Minister thrashed a man in full public view during Sangai Festival.
The 12th Manipur Legislative Assembly has achieved a bizarre record of assaulting maximum number of people by MLAs and Ministers.
On account of K Meghachandra's physical assault of RIMS staff, the hospital been shut and many in-patients have been forced to leave the hospital.
When a legislator who should be making laws goes on beating people, there is no meaning of democracy, Joy said.
Such unbecoming behaviour can be attributed to the legislator's lack of political culture and his preceding years as a contractor.
Concrete actions can be taken up against such legislators under Rules of Procedure and Conduct of Business Rules 299-301 .
In the Indian Parliamentary history, MP HG Mudgal was stripped of his Parliamentary seat in 1951 for committing certain acts which had the potential to tarnish the image of the Parliament, Joy pointed out.
Likewise, a senior Minister was removed from the Manipur Legislative Assembly between 1990 and 1995 .
Assaulting people by a legislator at RIMS is a matter of shame for all the legislators.
The Speaker should look into the matter and disciplinary action should be initiated, if necessary.
People can also lodge complaints to the Speaker, said Joy who is now a member of BJP.
