Normal classes for Cl-8 and above from Jul 25

After extending the summer vacation of government schools and shutting down conduct of normal classes till July 24 in the wake of Covid-19 surge, the state cabinet has decided to resume normal classes of class 8 and above from July 25 onwards.
Interacting with the media after the cabinet meeting held on Thursday with chief minister N Biren in the chair, IPR minister Dr Sapam Ranjan said
that the government is closely monitoring the Covid-19 situation in the state.
Along with senior officials of education and health department, Thursday's cabinet discussed the closure of school and its impact as well as possibilities of reopening schools, and resolved to reopen schools for higher classes from class 8 onwards.
He also said that there is no restriction on the operation of hotels and tourist spots though there were proposals for the same.
The cabinet meeting also decided to abolish the caretakers of ADCs and urban local bodies, and to conduct their elections in October this year.
However, there is no discussion on the elections for panchayats.
With the increase in number of districts, the number of ADCs will be increased to 10 from 6 .
Each ADC will have a maximum of 26 and minimum of five members.
For 26-member ADCs, 24 will be elected representatives and for 5-member ADCs, three will be elected representatives.
Thursday's cabinet also approved to recognise VDF personnel as security personnel of the state and to take up welfare schemes for them.
In this line, there will be Rs 500 annual increment for VDF personnel starting from January
2023 .
Apart from these, they will be provided 15 days of compensatory leave in a year; 10 per cent reservation for VDF personnel in recruitment of police constable subject to fulfilling the
eligibility criteria.
The cabinet also approved promotion scheme for VDF personnel to the post of corporal after eight years of service and to the post of sergeant after 16 years of service.
However, decision for promotion will be taken by a screening committee, Dr Ranjan said The cabinet also decided to provide a 30-day appeal period against dismissal/disengagement of VDF personnel,
which is carried out at the SP's level.
During the appeal period, such VDF personnel can file an appeal to the DIG concerned.
Moreover, the cabinet has approved extension of benefits under CMHT and PMJAY to VDF personnel.
On the other hand, the cabinet approved discontinuation of the monthly cash incentives of Rs 22,500 given to Param Veer Chakra awardee personnel and provide a one-time cash incentive of Rs 25 lakh instead.
Similarly, monthly cash incentives of Rs 3000 given to recipients of other awards such as VSM will also be discontinued and instead, a one-time incentive of Rs 1 lakh will be provided.
For this purpose, a fund of Rs 50 lakh will be earmarked in the state budget, Dr Ranjan added.
