The Association of Premier State College Seniors, Manipur has filed a petition at the High Court of Manipur seeking revision of pension amount of pre-2006 pensioners who had served the Government colleges as Readers and Lecturers (SG) .
In a statement, the association said that the petitioner is an association formed by the pensioners/family pensioners who retired from service before 2006 after rendering their services for the advancement and educational upliftment and welfare of the State.
The association further said that it is an undeniable fact that while the members of the association were in service they enjoyed the scale of pay as formulated/revised by the University Grant Commission as well as the Ministry of Human Resource Development from time to time.
After the implementation of the recommendation of the 6th Pay Commission Report, the Ministry of Personnel, Public Grievances and Pension, Govt of India issued the office memorandum dated 01-09-2008 for the revision of pension/family pension on the basis of the recommendation made by the 6th Pay Commission in respect of the employees who retired/died prior to January 1, 2006 .
The association said that benefits of the said scheme had to be implemented by the Govt of Manipur as the required fund had been released for all the States by the Centre.
However, the benefits of the same have been denied by the authority concerned for years inspite of various assurances made to the petitioner without assigning any plausible reason, it added.
Since 1976, State education is in the concurrent list, the association said and added that education is no more the exclusive responsibility of the State.
The State and the Centre entered into an era of working together in partnership to promote excellence at all levels of educational pyramids in the country, the association said.
Saying that the Centre since then started dispensing 80 per cent of the expenditure towards the payment of the UGC scale of pay, association added that the substantive financial and administrative implication is jointly operated till date.
It is also mandatory on the part of the State authority to implement the schemes formulated by the Govt of India to make uniform service condition and pay scales of the University and college teachers throughout the country once the scheme is implemented, the association added.
Unfortunately, however to the members of the association such rights and privileges have been denied by the State Govt till date.
As such, a writ petition has been filed seeking interference by the Court and directing the authorities concerned to implement the scheme within a stipulated period so that the benefits of the same can be accrued to the petitioner within a stipulated period, the association added.
