SC slams for inaction in 15-year-old's rape

New Delhi, April 18 2017: Supreme Court on Tuesday slammed the Centre and the Manipur Government for inaction in the case of a 15-year-old girl who was raped in October 2003.The Court's comments came during hearings on extrajudicial killings in Manipur � the case in which the top Court had curtailed powers of security forces under AFSPA.

"The girl was definitely subjected to rape, medical reports confirm that.

Did you close the case because you didn't get any help from army ? Is it your helplessness or a tacit understanding with army to not to proceed ?" said the bench while slamming the State and Central Governments.

The Court also ordered the Attorney General to produce detailed Court of enquiry reports to substantiate what procedures had been followed, and whether any attempt was made to identify the rapists of the minor girl.

"Were the steps taken to identify the culprits ? Who was the commander under who these men were working ? As a State have you discharged your responsibility ? Or you simply let Army do what they want to do ?" the Court asked.

The 15-year-old girl was raped in October 2003, allegedly by Army men, while working at a rubber farm.

Today's Supreme Court rap came after no proper investigation was conducted in the case, despite medical confirmation of rape.
