Bail for JNU research scholar

Judicial Magistrate First class Imphal West II today released Jawaharlal Nehru University research scholar on bail on his execution of Rs 30 thousand PR bond and surety of the same amount before the Court today.
30 year old Chingiz Khan s/o Md Shahbuddin of Chirai Mathak Leikai was arrested on April 9 for publishing an article in one daily newspaper which was deemed to be seditious.
Chingiz Khan was produced before the Court after the completion of police custody remand with the defence counsel filing a bail application.
IO of the case through APP submitted that on April 9 at around 10 am OC of Mayang Imphal Police learned that Chingiz Khan and one of his associates identified as Mohamad Imtiyas (35) of Lilong Makha Leikai published an article in a local daily on April 6 and the same was uploaded on the Facebook account under the heading "Muslimsing Takthoknaba Rajnitigee Khujil Thourang" on April 7 at around 1 pm .
The content of the article had potential to promote enmity among different groups on ground of religion, race, place of birth, residence, language etc and as such suo moto case was registered against Chingiz Khan, said the IO.
During the course of investigation Chingiz khan admitted that he had mailed the article to one of the local dailies for publication and it was published on April 6 .
IO further submitted that Chingiz Khan is presently doing PhD on the theme of "State formation in North East India (Assam, Tripura and Manipur)" and added that he had published many articles in different National and State newspapers and journals.
Quoting Chingiz Khan, the IO said he (Chingiz Khan) had requested his article be published as "Chronicle of Identity crisis of Muslim in Manipur" .
However the Editor published the article with the heading "Muslimsingi Takthoknaba Rajnitigi Khujin Thourang" without informing him and according to Chingiz Khan the heading of the article should be translated as "Manipuri Muslimsingi Masagi Oiba Samasya Singi Liklam Paring" and he had published the same article in the National paper Pioneer but there was no complaint.
Court on perusal of the case record and after hearing counsels of both side ordered the release of Chingiz Khan on bail on his execution of Rs 30 thousand PR bond and a surety of the same amount.
