Imphal, October 13 2020:
Taking strong exception to the alleged question paper leakage of MEd 2nd Year Examination, 2020, which was supposed to begin yesterday, DESAM has today demanded the Manipur University authority to conduct a thorough probe to find out and punish the erring officials and individuals within one week.
Addressing a press meet held at its Kwakeithel office today, DESAM president Nameirakpam Edison decried that leaking of question papers of examinations has become a repeated offence in the State.
There had been instances of question papers leaked of examinations conducted by the BOSEM and COHSEM this year, he said asserting that the education system will be completely ruined if the institution conducting MEd examination becomes corrupt and candidates become teachers by clearing the examination using unfair means.
Maintaining that no stringent action has been taken up against any erring individuals and officials so far although the question paper leakage has repeated several times in the State, Edison alleged that whistleblowers who shed light on such malpractices are often victimized instead of taking actions against the erring individuals.
The MU authorities should take up punitive actions against those officials and individuals involved in the question paper leakage of the MEd Examination, he said urging the State Government to enact a special law to prevent question paper leakage and protect the whistleblowers.
"There is no special law or legislation which categorically deals with awarding penalty to individuals and officials involved in leaking examination questions in India, except the State of Karnataka," he said adding that Manipur too needs such special law to check leakage of question paper.
Informing that the MEd 2nd Year Examination which was supposed to commence yesterday had been postponed owing to the leakage of question paper, the DESAM president raised suspicion that the remaining papers of the MEd Examination might also be leaked.
The authorities concerned should set new questions for all the subjects of the MEd Examination, he said adding DESAM will be keeping strict vigil on the examination.
DESAM is soon organising a discussion programme on the status of higher education in Manipur and teachers' education, he said.
