Notice served on Kabo Leikai residents

The Revenue Commissioner has categorically stated that the official letter bearing no 21/23/92-R(Pt) dated 14-2-2001 pertaining to allotment of land at Kabo Leikai, purportedly signed by the then Under Secretary (Revenue) is not valid as the same was purportedly issued without any sanctity for enforcement since there was no approval of the competent authority in the relevant file.
Although the said unauthorised letter was addressed to the then Deputy Commissioner, Imphal East and no copy was endorsed to the Director, Settlement and Land Records, the Directorate of Settlement and Land Records purportedly under the signature of the then Director, Settlement and Land Records purportedly issued an order bearing No 1000/25-A/2006-DSLR dated 27-10-2006 allotting land to 35 persons in Kabo Leikai.
No copy of this so called allotment order dated 27-10-2006 is available in the field No 21-23-92-R (Pt), said the Revenue Commissioner.

As per provisions of Section 14(1) of the Manipur Land Revenue and Land Reforms Act 1960, the Deputy Commissioner concerned, only with the prior approval of the State Government, may allot land belonging to the Government, and as such the Director of Settlement and Land Records is not the competent authority to allot land to any individual.
Asking why the unauthorised and alleged allotment order 1000/25-A/2006-DSLR dated 27-10-2006 shall not be cancelled and all subsequent transactions declared null and void, the Revenue Commissioner has served show cause notice to the 35 individuals to submit written reply/explanation within 15 days.
The land affected by the proposed five star hotel in the premises of Hotel Imphal and surrounding areas falls under CS Dag No 622 and 1655 and they were originally recorded as State land in the land records.
However, some portion of the land adjacent to the western side of Naga Nullah were encroached upon and physically occupied by different unauthorised individuals.
