The State Govt has today filed a Misc Applications before the Principal Seat of the Guwahati High Court praying for allowing to process the report of Th Manorama Devi inquiry commission.
The application has been filed in consonance with the earlier verdict of the same Court which restricted the State from publishing the probe report without the leave of the same Court.
The earlier verdict followed the main writ petition filed by the Assam Rifles challenging the legal validity of the institution of Th Manorama Death Inquiry Commission.
Mention may be made here that upon the writ of the AR, the same Court had directed the Commission to examine the 17 AR witnesses in camera inside the Imphal Central Jail.
Retd Dist and Session Judge C Upendra who headed the inquiry had on Nov 22 submitted his findings in sealed cover before the State Govt.But it could not be tabled by the State Cabinet by virtue of the earlier order of the High Court.
The Misc application has been filed for granting the State to process the report by the State Cabinet before the Principal Seat said Th Ibohal, Govt Advocate (High Court) who along with two lawyers appeared on behalf of the State.
The Misc application along with another Misc case and the main case would be clubbed together and the same may be heard by the same Court tomorrow, Th Ibohal who is at Guwahati to contest the case, said.
The other Misc case connecting with the main case was filed by the Assam Rifles challenging the verdict of the CJM Imphal that rejected the AR's plea to conduct DNA matching with the semen stain found on the petticoat of Manorama and the blood samples collected from the AR men.
