Officer-in-charge of Irilbung PS, who sought an order from the Chief Judicial Magistrate, Imphal for allowing DNA testing on the blood samples of the 17 AR personnel involved in the arrest and subsequent killing of Thangjam Manorama appeared before the same Court today but sought time for submitting the list of the personnel.
Having learnt about the difficulties encountered by the police officer in obtaining the names of the 17 AR personnel, the Court fixed the matter for hearing on September 20.The OC is the investigating officer in one of the two FIR cases registered in connection with the killing of Manorama.
On August 31 the OC filed the application before the CJM.
He is the IO of FIR no 30 (7) 04 Irilbung PS u/s 302/34 IPC.
The case was taken up by the IO after Thangjam Dorendro, younger brother of Manorama, filed a complaint saying that his sister was killed by AR personnel after she was picked up from her residence.
An arrest memo was also issued.
In two instances, the CJM deferred the case for hearing the application filed by the OC.
It is reliably learnt that the OC has sought the list of the 17 AR personnel involved in the arrest of Manorama from the ongoing State sponsored inquiry panel headed by C Upendra, retired District and Session Judge.
Since the panel has been ordered by the Guwahati High Court, Principal seat not to hand out any documents and make public its daily proceedings, the panel is not in the position to give the names of the AR personnel, sources said.
It is pertinent to note here that blood samples of as many as 32 personnel of 17 Assam Rifles including two officers have been dispatched to Central Forensic Science Laboratory (CFSI) Kolkata for DNA testing.
The samples were sent under the directives of the ongoing Army Court of Inquiry being held at the premises of Kangla in camera.
Meanwhile, cross examination of one Major of 17 AR was concluded today in camera before the State inquiry panel at the premises of Imphal Central jail.
The panel may examine another Major of the Assam Rifles tomorrow, sources said.
