THE STATE government's reimbursement claim of Rs 9,55,96,697 from the Centre under the Security Related Expenditure (SRE) refundable to the state will be audited by a team of the Comptroller of Accounts of the Union Ministry of Home Affairs, Government of India.
Official sources said, the team led by EL Khauthring, Comptroller of Accounts, Internal Audit Wing (North East) of MHA is arriving at Imphal on February 17, and will stay till February 20 .
The team will conduct verification of the SRE claims for the year 2008 (period from January 1 to December 31, 2008) amounting to Rs 9,55,96,697 .
Out of Rs 9,55,96,697, which the state government has claimed, Rs 30,14,885 was incurred in the rehabilitation of the surrendered militants in the state.
The amount has been claimed by the state under 100% expenditure on surrender and rehabilitation under the guidelines of SRE scheme of the Centre.
The State government is also claiming Rs 86,13,398 the state police department incurred in providing duty allowance on engagement/utilization of 13,912 numbers of home guard personnel for guarding the vital installations, VIPs' security related duties on law and order at the rate of Rs 500 per head.
An amount of Rs 84,42,000 which was also incurred in hiring of IL-76 aircraft from the Aviation Reserved Centre, New Delhi for airlifting of arrested UNLF cadres from Coimbatore to Imphal on October 10, 2006 .
Another amount of Rs 1,60,000 was spent by the government in payment of ex-gratia to the victims of the militancy related fatalities and Rs total amount of Rs 3,66,415 in the provisions of Central Paramilitary Forces (CPMF) and Army deployment in the state for countering militancy.
It is pertinent to mention that Union ministry of home affairs is refunding the amount incurred by the governments of the states infested by the militancy under the ministry of home affairs sponsored Security Related Expenditure from time to time.
The scheme covered North Eastern states of Manipur, Nagaland, Assam and Tripura, Jammu and Kashmir and naxalite infested state of Chhatisgarh.
At the latest MHA revised the guidelines to be followed by the state government while claiming the reimbursement effective from July 2006 .
