Imphal, September 01 2015:
Prof S Sekharjit who was relieved from the post of RIMS Director last year has been placed under suspension.
Prof S Sekharjit of RIMS Urology Department was suspended from service by an order issued by the Ministry of Health and Family Welfare (North East Division) Under Secretary Murari Lal Sharma on August 28 .
Notably, Prof Sekharjit is the first Director of the health institute who faced suspension after it was renamed as Regional Institute of Medical Science (RIMS) from the erstwhile Regional Medical College (RMC) and brought under the Ministry of Health and Family Welfare, Government of India.
The date of superannuation of Prof Sekharjit is September 13 this year.
As such, Prof Sekharjit may retire while being placed under suspension.
"The President of the Board of Governors of RIMS in exercise of the powers conferred by Rule 12(2) of Rules and Regulations of RIMS, Imphal and as per provision under Clause 9 of bye-laws of RIMS hereby places Dr S Sekharjit Singh under suspension with immediate effect under sub-rule (1) of Rule 10 of the Central Services (Classification, Control and Appeal) Rules 1965", reads the suspension order.
The order further directed Prof Sekharjit to confine himself within his headquarters (Imphal) during the suspension period and he should not leave Imphal without obtaining prior permission of the Government.
Meanwhile, a well placed source informed that Prof Sekharjit sent a letter to the RIMS authority today seeking resumption of duties as RIMS Director.
In response to the letter, a copy of the suspension order has been sent to Prof Sekharjit but it is not known yet whether has received it or not.
Notably, Prof Sekharjit was relieved from the post of RIMS Director by an order issued by the Ministry of Health and Family Welfare on August 25 last year.
Challenging the Ministry's order, he filed a writ petition at the High Court of Manipur.
The final hearing of the petition was held on July 22 this year and the Court issued a ruling on July 31 .
Pointing out that there were lapses/drawbacks in the order issued by the Ministry, the High Court directed the Ministry to either issue a fresh order or reinstate Prof Sekharjit to the post of RIMS Director within three weeks counting from the date the Ministry receives the Court's order.
In the meantime, Prof Sekharjit personally gave a letter to RIMS Deputy Director on August 22 stating that he was resuming duty as RIMS Director as the three week's period given by the Court had expired.
Responding to the letter, Under Secretary Murari Lal Sharma told Prof Sekharjit in black and white on August 27 that the period given by the Court was yet to expire as the Ministry received the Court's order on August 12 and the same order was being examined.
Prof Sekharjit was also informed that a final decision would be adopted within the specified and a copy of the decision would be delivered to him.
