Imphal, December 24 2021:
Kangleipak Students' Association (KSA) has demanded resignation of incumbent vice chancellor of Manipur Technical University (MTU) on moral ground.
Pressing this demand, KSA president Sukham Bidyananda told mediapersons at its office here Friday that the present VC of MTU was appointed to the post while taking advantage of the discrepancies in the UGC regulation, 2018 but he is unfit to hold the post.
As per UGC regulation-2010, a VC should be professor who had worked in a university for at least 10 years or have at least 10 years' experience in academic administrative organisation in 'equivalent position'.
However, UGC regulation-2018 removed 'equivalent position' and allowed those having 10 years administrative experience to hold VC post.
This indeed is very unfortunate and a factor for degrading higher education, he said, adding that the present UGC regulation-2018 allows anyone who has served for 10 years in education (S) or education (U) to become a VC.
KSA will approach UGC to amend the present regulation and appeal to the state government and education minister to look into the matter seriously, he added.
According to Bidyananda, MTU issued a notification on February 8 this year for recruitment of some assistant professors and the same notification was uploaded on the website of the university.
General terms and conditions of the recruitment released on the same day mentioned that candidates should be permanent residents of Manipur and should know Meeteilon or any tribal dialects of Manipur.
However, officials Of MTU violated their own general terms and condition and allowed several non Manipuris to apply for the posts.
When enquired about this, MTU officials replied that three points in UGC regulation -2018 compelled the university to issue all India advertisement.
MTU is a state university but why the general terms and conditions for the recruitment mentioned about permanent resident if non-local candidates were allowed to apply for the posts, Bidyananda asked and maintained that no non-locals were allowed to-apply for recruitment of assistant professors in DM university in 2020 as terms and conditions of the recruitment mentioned clearly about permanent residency.
