MHRC seeks ATR on lifting DA tag

Manipur Human Rights Commission (MHRC) has directed the authorities concerned to submit an Action Taken Report (ATR) on the steps taken up by the state government with regard to lifting the Disturbed Area tag under the Armed Forces Special Powers Act (AFSPA), 1958 from the state.
On Wednesday, the Commission took up a complaint filed by Centre for Foreign Studies and Placement chairman Dr Th Suresh, with the chief secretary, special secretary (Home) and DGP as respondents.
According to an order of MHRC issued on August 2, it directed the state government to initiate necessary measures for removal of the Disturbed Area Status from the state.
Copies of the order were forwarded to the chief secretary, special secretary (Home) and DGP and they were directed to submit a report on the same within 3 months.
However, none of the respondents have submitted the ATRs till date.
During the hearing of the complaint on Wednesday, the Commission directed the state government to take up necessary action for removal of the Disturbed Area tag from the state in accordance to its August 2 order and also under Section 16 (E) of Protection of Human Rights Act.
It further directed the three respondents to submit the ATRs to the Commission, while fixing December 27 as the date for next hearing of the case.
