Suspicions raised over conduct of DPC amidst MCC

Suspicions have been raised whether JNIMS authority is planning to conduct a DPC for promotion of assistant professors to associate professors while the Model Code of Conduct for the upcoming assembly election is in effect in the state.
According to a report, Teachers' Welfare Committee Dental College, JNIMS submitted a letter signed jointly by its president and secretary, to the director of JNIMS on January 20.The letter mentioned that some assistant professors of the Dental College have been demanding promotion to associate professors.
If such acts of making demands for promotion and fulfilling the same were to continue, it would set a bad precedent for the institute.
ECI had imposed the Model Code of Conduct, during which all job recruitments and transfers are restricted.
However, amidst this, it was reported that steps were being taken up to recruit some associate professors for JNIMS dental College.
If the promotion is given after conduct of DPC, it will affect the rules of merit cum seniority and would basically invite litigation.
Thus, the letter urged for halting all DPC processes immediately.
On the other hand, two assistant professors of JNIMS have submitted a written request to CM N Biren, who is the president of JNIMS Society to stop the DPC process being carried out for promotion in stead of basing the criteria on seniority.
The letter mentioned reports of commencement of process to fill up the posts of associate professors in a department of JNIMS while the Code of Conduct is in effect.
Such acts would affect the senior assistant professors who are in the line of promotion.
Furthermore, as per the compliance report provided by the Dental Council of India on December 15, 2020, no mention has been made of any immediate requirement of associate professors in the department.
Thus, they urged the CM to instruct JNIMS authority to halt the recruitment process immediately.
