Imphal West SP Dr AK Jhalajit has said that safety and security of the Nation is of paramount importance when compared to the protection of human rights.
He was speaking as the chief guest at a one-day discussion programme on police-public relation organized by the Centre for Human Rights and Duties Education of Manipur University at Imphal police station today.
CHRDE (MU) co-ordi-nator Dr M Sureshkumar was the president of the function.
Dean of Humanities of Manipur University, Prof M Mani Meitei, former Dean of School of Social Sciences of Manipur University, Prof Ksh Bimola and AMBA president Khaidem Mani were also present as guests of honour.

The discussion programme was also attended by the police officers of Imphal West district police.
Speaking at the discussion programme on the achievement of police, Dr AK Jhalajit said that Dr Jhalajit said that safety and security of the Nation is of paramount importance when compared to the protection of human rights.
He further said that people would get the same reply if they approach the Court and UN on the topic.
He said that 90 per cent of the people, who try to sneak away after seeing police commandos, are likely to have committed some sorts of crime.
Dr Jhalajit said that Union Home Minister Rajnath Singh had separate meetings with SPs and DCs of different districts during his recent visit to the State.
The Minister had agreed the proposal of the police officers regarding fixing of GPS in all the police vehicles, Dr Jhalajit said and added that necessary fund had already been sanctioned by the Minister after he reached New Delhi.
Saying that installation of GPS and monitoring of movements of police vehicles would start within a year, Dr Jhalajit said that a separate control room would be there for this purpose.
Maintaining that police are those section of people who face the criminals every now and then, Dr Jhalajit said that they sometimes end up as victims as there is no special law to protect them.
Saying that police are working 24x7 for the people, he also appealed to the general public to lodge complaint to the higher officer or him directly if any police officer refuses to entertain their complaint/plea.
He also urged the public not to hesitate to make calls to the police control room so that police may rush wherever they need them.
Saying that he has completed one year as the SP of Imphal West district, Dr Jhalajit said that district police submit atleast 30 chargesheets to the Court every month.
The rate of arrest of underground militants and recovery of arms and ammunition have come down in the district in the recent past he said and added that most of the suspected militants arrested from the district turned out to be small-time hoodlums and not the trained militants.
Only one encounter was reported in the district in the past one year, Dr Jhalajit said and added that police value life and they also do not want violent incidents.
He said that people would not be able to live in peace and sleep at night properly if there is no police.
Saying that some chargesheets are yet to be framed under POCSO Act, Dr Jhalajit said that district police is giving priority to such cases.
Regarding traffic congestion, he said that police are doing only the traffic management without any power as the real power lies with the Transport Department.
Imphal West Additional SP (Operations) Th Vikramjit spoke on a topic, 'Role of CDOs and its utility' while Additional SP (Prosecution) Victoria Yengkhom delved into the topic, 'Principles of good policing and avoiding violence between police and public' .
Additional SP (Traffic) Lalboi Haokip spoke on the topic, 'Traffic management in perspective with human rights'.
COHR chairman Phulindro Konsam spoke on mob violence and role of police in Manipur and UCM president Elangbam Johnson spoke on the need for collaboration between police and CSOs to combat crime.
Prof M Mani spoke on police-public relationship while Prof Ksh Bimola delved into police and human rights and Kh Mani on role and responsibilities of police in Manipur.
