JCILPS bans inter-State bus

The Joint Committee on Inner Line Permit System (JCILPS) has banned inter-State bus bearing registration number MN 01-2092 which operates on Imphal-Guwahati route for allegedly bringing in outsiders in a clandestine manner.
Speaking to media persons at their Nongmeibung office today, JCILPS co-convenor VK Moirangcha said that the bus has been banned from operating on Imphal-Guwahati route for bringing in non-local people who do not possess valid identification documents amidst the mass movement for enforcement of ILPS in Manipur.
Moreover, bus owners and transport agencies were deriding the people's movement.
This has compelled the JCILPS to take up harsh measures.
Earlier too, there were instances where non-local people having no valid identification documents were brought to the State and the matter was resolved after the assurance of the bus owners/agencies not to repeat such mistakes again.
The particular bus which defied the JCILPS' appeal belong to one Nungleppam Bobby of Singda Kadangband and the bus was operating under Siroy Mega Service.
On November 9, two buses bearing registration numbers NL 02B-2062 and MN01-2092 brought 63 non-locals into the State.
But when JCILPS volunteers checked the buses at Kanglatongbi, many of the non-local passengers could not produce any valid identification documents.
The non-local people were led away by a team of Sekmai police station.
The matter was discussed between JCILPS and Nungleppam Bobby on November 11 and it was resolved after Bobby assured that he would not commit such mistakes in future.
However, in spite of his own assurance, Bobby's bus went on shipping in non-local people without valid identification documents.
Tickets counters of Siroy Mega Service issued bus tickets to many non-local people for travelling to Manipur regardless of whether they possess valid identification documents or not.
This compelled the JCILPS to ban the particular bus.
VK Moirangcha further appealed to all bus owners/agencies not to bring in non-local people into the State if they do not possess valid identification documents else JCILPS would be constrained to take up stringent action.
In the ongoing identification process, more than 3000 non-local people have been identified and the same process would continue in different parts of Manipur in the coming days.
In the meantime, the JCILPS is prepared to re-launch several forms of agitation if the State Government still choose to procrastinate the public issue, VK Moirangcha added.
