Tribunal Registrar blames predecessor for 'financial mismanagement'

While claiming that all the documents related to registration of dental doctors with the Manipur State Dental Registration Tribunal are in the custody of Dr M Angouba who served as the tribunal's Registrar from 2013 to May 2019, Dr L Nandalal who has been appointed as the tribunal's new Registrar has asserted that over Rs six lakh collected as registration fees went unaccounted during the tenure of his predecessor.
Speaking to media persons at JNIMS Dental Col- lege today, Dr L Nandalal said that he took charge of the tribunal's Registrar on May 15 this year.
He said that ex-Registrar Dr M Angouba has not yet handed over the charge of Registrar and he has been keeping all documents related to incomes and expen- ditures of the tribunal in his custody under lock.
"Rather than handing over the charge of Registrar, Dr Angouba has filed a case against me and he said that he would not relinquish the charge of Registrar until the case is disposed", Dr Nandalal conveyed.
As a result, the tribunal is unable to function properly.
Even as the higher authority was approached to take up necessary action against Dr Angouba, nothing has been done till date, Dr Nandalal said.
It was during the tenure of Dr M Angouba as the tribunal's Registrar that over Rs six lakh collected as registration fees went missing and unaccounted.
When Dr Angouba was the Registrar, no meeting of tribunal members was held.
Moreover, he did not initiate any process to upgrade the tribunal to the level of a council.
But today, due process has been initiated to upgrade the tribunal to the level of a council, Dr Nandalal claimed.
He went to claim that all the incomes earned from collection of registration as well as expenditures have been properly accounted since he took charge of Registrar.
A total amount of Rs 1,65,800 collected from renewal of membership and registration of new members has been deposited in a joint account.
Payment of registration fees is also done directly through the bank account, Dr Nandalal added.
