Imphal, April 18 2016:
The All Tribal Students' Union Manipur (ATSUM) said it will be compelled to prevent the Govt from conducting the scheduled interview for the post of Committee Officer fixed for April 19, 2016 until and unless all the backlog posts of different grades are filled by the tribals.
In a statement, ATSUM said that the State Legislative Assembly Secretariat is expected to be clean and transparent as it is one of the most important functionaries wherein the voice of the people are addressed and heard through elected legislators.
Not much lesser with the Speaker presiding Assembly sessions with certain powers, the then President of India in exercise of the power conferred by Article 371 C of the Constitution made with respect to the State of Manipur had incorporated the Manipur Legislative Assembly (Hill Areas Committee) on June 20, 1992 in the best interest of the tribals residing in the hill areas, it said.
However, it is pathetic to say that the Assembly Secretariat has turned out to be a hub of exploitation and discrimination.
For decades now, no reservation quota for ST or adherence to either 100 points or 200 points roster has been maintained resulting in microscopic number of employees in the Assembly Secretariat, ATSUM said.
In this regard, a memorandum was submitted to the Speaker, Manipur Legislative Assembly on July 22, 2014 requesting him to ascertain the total number of backlog post of different grades and also to conduct a special recruitment drive for ST.
Unfortunately, things did not go as expected due to enormous development deficiency and bureaucratic manipulations, it alleged.
Any consequences arising from deliberate exploitation will be the sole responsibility of the Government, it warned.
