Only photo voter slip not enough to cast vote

Imphal, March 13 2019:
The Election Commission of India (ECI) has instructed that one cannot cast one's vote during the coming Lok Sabha election by having only the photo voter slip, adding that the individual should have another identification documents having a photo on his or her person as well.
Regarding this rule, the ECI has sent necessary notice to the Chief Electoral Officer Manipur containing the lists of documents which intending voters must carry while casting their votes.
Following the instruction of the ECI, the CEO PK Singh has also issued a notice regarding the same and Additional CEO T Ranjit has also notified the DCs/DEOs, ROs etc.
The notice mentioned that unlike previous votes, one cannot cast one's vote in the coming election by just bringing his or her photo voter slip.
Those who wish to cast their votes must bring their EPIC with them, the notice mentioned.
The ECI notice mentioned that all voters should bring their EPIC while coming to the polling station and those who cannot produce their EPIC must bring either of the 11 identification documents namely passports, driving license, service identity card, bank passbook, PAN card, smart cards issued by the Registrar General under NPR, MGNREGA job card, health insurance smart card provided by the Ministry of Labour, pension documents having photographs, ID cards given by MPs/MLAs/MLCs and Aadhaar cards.
It then mentioned that if one brings EPIC but the photo and the appearance of the voter does not match, he or she will not be allowed to vote.
Even though it is mandatory for voters to bring other identification documents, photo voter slips will still be issued as a way of spreading awareness.
