Developing the North-East region was not possible under any other leadership in the past.
The Chief Minister further stated that people should trust the judiciary and refrain from practising mob justice.
Mob justice tortures the innocents and harms their families and is not the way of a civilised society, he said citing an example that a man from Irilbung had spent 8 years in jail and a mob had destroyed his home before the Court found him innocent and released later.
He had not only suffered but also lost his home.
"The Government will compensate him for his losses.
Even if he is given Rs 100 crore, I would not be satisfied," said N Biren.
Appealing to all the people not to indulge in mob justice, N Biren said that his Government will not tolerate such activities and legal actions will be taken up against the mob.
He further stated that the man from Irilbung had his father working with the Forest Department when he was alive and a job will be given to him under the die-in harness scheme.
In addition, a house at the cost of about Rs 4/5 lakh will be constructed for him.
Deputy Commissioner of the district will provide Rs 2.50 lakh and he will bear the remaining cost, said N Biren.
Speaking about the Swachh Bharat Abhiyan, N Biren said the Clean India mission was launched by Prime Minister Narendra Modi on October 2, 2014 .
It was launched in 2016 in Manipur and implemented before the BJP-led Government came to power.
Under the mission, a target for constructing 43,644 toilets was set and so far, 38,500 toilets have been constructed in Manipur.
In addition, a total of 263 public toilets have been constructed and six Municipal Councils in the State had bagged several awards including the cleanest city award, he said.
The Government is able to clean Nambul River, he said while appealing to the people to avoid littering in the river and on its banks.
Further, N Biren claimed that the fire at Dzuko valley is almost over.
"With the collective efforts of NDRF personnel, India Air Force helicopters and locals of Mao, it is safe to say that Dzuko valley has been saved from the fire" .

Further, 10 such Keithels with an estimated cost of about Rs 60 crore will be constructed at ten places including Bishnupur, Moirang, Nambol, Sekmai, Kangla-tongbi, Pallel, Pherzawl and Noney etc.
Foundation stones of the projects will be laid soon, he said.

Construction of quarters for teachers and doctors at 19 places in hill districts are almost completed and the Kha-na Chaoba Ibudhou Wangbren Laishang community hall is near completion, he added.
The Chief Minister also congratulated 10 times Mr India Kshetrimayum Bhaktakumar on his selection as the brand ambassador of Swachh Bharat Abhiyan.
