Two SEs share one sanctioned post

Even though the number of sanctioned post for SE (Headquarters) in PWD is only one, two officers have been appointed against the single post.
The post should be held by an officer who has the power of a DDO.
However, a retired officer was re-engaged against the same post and all efforts were made to entrust the power of a DDO through fraudulent means.
Nonetheless, on account of vehement objections raised by the Chief Minister, the retired officer was not entrusted the power of a DDO.
SE (Hqs) H Jiten retired on superannuation.
Subsequent upon his retirement, Chandel Division EE P Mani should be given the post of SE (Hqs), said an official source.
Strangely, Under Secretary (Works) sent a convey approval letter to the PWD Chief Engineer on March 14 this year whereby retired H Jiten was re-engaged to the same of SE (Hqs) for a period of one year.
SE (Hqs) works as the DDO in the office of the PWD Chief Engineer apart from dealing with establishment matters.
According to the Financial Rule 78 (Transfer of Officials), no re-engaged officer can work as a DDO (Form TR-1) .
On the day of receiving the convey approval letter, the PWD Chief Engineer sent a representation to the Chief Secretary seeking appointment of Chandel Division EE P Mani as DDO in the office of the SE (Hqs).
The Chief Engineer's letter pointed out that no officer re-engaged on contract basis can be entrusted the power of a DDO as per the guidelines of Finance Department.
After the Chief Engineer sent his letter to the Chief Secretary, the Under Secretary (Works) issued an order whereby Chandel Division EE P Mani was appointed as DDO in the office of the SE (Hqs).
Now both P Mani and H Jiten are serving as SE (Hqs).
There are some other cases in PWD where retired officers have been holding different posts on contract basis after they are re-engaged.
SE (Hqs) H Jiten and Chief Engineer (Building) Pradipkumar Mukherjee are a few examples.
Officers on re-engagement are given monthly wages or remuneration in the same modality as applied to the 700 Muster Roll employees of PWD.
It remains a big question whether they should be entitled to official vehicles, fuel and drivers, added the source.
