Fresh appointment process slur on RIMS

Amidst the existing controversies about irregularities during appointment in RIMS which has already reached the Court, another similar case of alleged manipulation of rules has come up.
According to a reliable source, RIMS authority did not follow the Employment Exchange Compulsory Notification Act when advertisements were issued for appointment of two X-Ray Technicians, four Library Assistants, four Stenographers, five Dental Mechanics (for Dental College), two Dental Hygienists (for Dental College), one Modeller and one artist.
The advertisement for appointment to 19 posts was published Employment Exchange, Imphal West on December 29 .
A copy of the notice was delivered to the office of this paper by one official of Employment Exchange, Imphal West on December 30 .
As per the terms and conditions listed in the notice, those applying for the posts of X-Ray Technicians, Library Assistants, Stenographers and Dental Mechanics should submit their application by January 3 and those applying for the posts of Dental Hygienists, Modeller and Artist should submit their application forms by January 4 at the latest.
If the same notification issued on December 30 should be published in newspapers, it would come out on December 31 .
Then, January 1 being a holiday, aspiring candidates are given only two days to submit application forms.
On being enquired about the very short time given to candidates, the Employment Exchange official said that the particular order issued by RIMS authority in connection with the recruitment was made available to the Employment Exchange only on December 29 though the order was dated December 14 .
Employment Exchange office first declined the order but it was later accepted at the request of RIMS authority.
However, according to the Employment Exchange Compulsory Notification Act, there should be gap of 10 to 15 days for submission.
Giving only two days' time for form submission is a clear case of manipulation, said the source.
Moreover, the recruitment notice should be made available to Employment Exchange offices of all districts.
But it is not clear whether the notice for recruitment to 19 posts was made available to Employment Exchange offices of other districts.
Notably, RIMS is currently entangled in another controversy over alleged extra recruitment against notification issued for recruitment of 71 staff nurses for the hospital.
