CSE rank holder Lourembam Nelson felicitated

Lourembam Nelson Mangangcha, who cracked civil services examination conducted by Union Public Service Commission (UPSC), was felicitated and honoured by Spastic Society of Manipur on Saturday.
The grand felicitation function held at Society's campus at Langthabal Kunja Tapokpi bazar was attended by Rotary International District 3280 district governor Dr Mohan Konwar, Spastic Society of Manipur secretary Dr Laishram Tokendra Riki and members of Rotary Club of Polo City.
In his speech, Dr Tokendra said that differently abled persons are contributing to the society in diverse fields and many of them have excelled in education.
More than 60 differently abled persons of India have cracked the civil services examination of UPSC so far and some from the state too have cracked MCS/MPS exam of Manipur Public Service Commission.
Indifferent attitude shown towards differently abled persons until recently is now almost vanished and significant changes have been brought with regard to this specialised section of* the society, he said, adding that differently abled persons are getting interested in acquiring higher education.
India is a signatory to the United Nations Convention on the Rights of the Persons with Disabilities (UNCPRD) and the country has Rights of Persons with Disability Act, 2016 and this Act not only provides facility but also protects differently abled persons.
Earlier, there were only seven types of disabilities but there are 21 types of disability under the Act now and this indeed is fortunate for differently abled persons of the country, he added.
Dr Tokendra Riki further said that Lourembam Nelson Mangangcha, who secured AIR 757 in the civil services exam, is a person with hearing impairment and the felicitation function was organised to felicitate and honour him for cracking the highest competitive examination of the country.
During the event, a locomotor disabled person of Langthabal Kunja namely Waikhom Premjit was also presented a wheel chair by Spastic Society of Manipur.
