Teachers refuse salary payment from new account head, warn of stir

Around 3480 teachers recruited under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) have refused to take their pay from the new account head, while demanding the government to withdraw the order, failing which intense agitations would be launched.
The teachers also suggested that officers concerned not to forward fund proposal or give fund allotment to the questionable account head.
Addressing a press meet held at Manipur Press Club here on Friday, All Integrated Teachers' Association Manipur president Nongmaithem Prakashchandra recalled that around 3480 teachers under SSA and RMSA were recruited in the Education (S) Department in a phase-by-phase manner from 2011 to 2014 and 2016.However, on January 24, 2020, after the cabinet gave its approval, the services of the teachers were counted from the date of joining and integrated and absorbed, following which they were re-designated to compatible posts in Education (S).
As such, the teachers are no longer related to SSA or RMSA scheme, he explained.
However, the director of Education (S) issued an order on August 12 notifying that the 3480 teachers, who were previously under SSA and RMSA and presently taking the same pay as other teachers in the department, have been shifted to another account head for pay and allowances.
This is unacceptable to the teachers, he contended.
Questioning how a director's interim order could cancel an order issued after the approval of the cabinet, Prakashchandra urged the Chief Minister to look into such willy-nilly acts.
He then expressed belief that the assurances given by the education minister to solve the issue with the commissioner and director of Education Department will be translated into action as soon as possible.
Stating that the 3480 teachers cannot take the pay from the new account under any means, he cautioned of launching intense agitations if the order is not withdrawn.
He also demanded the director, CFO, ZEO and DDOs not to forward any fund proposal or fund allotment to the new account head.
