Workshop on 'JJ Act, 2021 and Rules' held

National Commission for Protection of Child Rights (NCPCR) and Manipur Commission for Protection of Child Rights (MCPCR) jointly organised a state level workshop on 'Juvenile Justice Amended Act, 2021' at Manipur Press Club here on Thursday.
The workshop was attended by MCPCR chairperson Phurailatpam Manibabu Sharma, member secretary Regina Hongray, Social Welfare director Ng Uttam and NCPCR legal division head Harsha Garg as presidium members.
In his address, Ng Uttam pointed out that there is disagreement in the North East while trying to frame law regarding adoption.
Though adoption has been legalised, desire for adoption of a child only in their home state is the main issue and this was discussed in the previous workshop as well.
Stating that Manipur despite being a small state has 35 communities speaking different languages, he opined that it would be more appropriate to keep a child in his/her own community.
When a child from North East is adopted in other states of the country, he/she may face harassment from other children due to difference in race.
As such, it is better to keep an adopted child within their own community, he suggested.
The director pointed out that there is slight relaxation on children when they are arrested for indulging in criminal activities under Juvenile Justice Act.
However, there is also the habit of releasing them on bail very easily.
He urged experts to look into the matter and find out whether there is room for rectification.
In view of such situation, there is possibility of making juvenile to indulge in drug peddling by drug businessmen, he added.
