Union warns of stir over director's appointment

All Manipur Veterinary and Animal Husbandry Field Assistant Employees' Union has cautioned the government of launching agitation if it does not replace the incumbent director of the department, an IAS officer, by a veterinary practitioner or doctor as per service rules.
In a statement, the Union said that after the former director retired in February this year the government appointed an IAS officer as the director in-spite of the fact that there are well-qualified veterinary officers in the department.
Though the IAS officer can do some of his assigned duties, he is not well-versed in the functioning and requirement of the department, it noted, adding that as a result, staff and retired officials of the department are facing tremendous inconveniences.
Process for leave salary, GP fund and other documents are kept in pending which affect several families financially amid the Covid-19 pandemic, the statement said while demanding the government to promote a well-qualified officer from the department as the director of the department.
On the other hand, department officials posted in Ukhrul and Tamenglong districts have been deprived of their monthly salary since February this year as there are no joint directors (DDOs) for these two districts, and the director is not paying any attention to plight of the officials.
As a result of the government's mismanagement, communication gaps have developed between the director and joint directors in different districts.
It is also violation of rights for joint directors in the line of promotion if the government denies them the opportunity and bring in an IAS or MCS officer.
As such, failure to address the issue might invite agitation from the employees, the statement said while demanding the government to uphold the service rules by appointing a veterinary practitioner or doctor, who is registered under the Manipur State Veterinary Council.
