Lottery for seat reservation on Oct 7

For the much-delayed municipal council and Nagar Panchayat elections including Imphal Municipal Corporation, state MAHUD department has made preparations to conduct lottery for seat reservation starting from 10am on September 7 at GM hall, here.
MAHUD department has issued a notification for the lottery and invited representatives of political parties, DCs concerned and interested individuals to take part in the lottery for deciding seats reserved for candidates belonging to ST, SC, women and general categories.
According to the notification, the lottery will decide ST seats for IMC Ward No 21, 11, 24, 25 and 26 but there will be no lottery for women's seat.
It also said that two seats for women will be reserved from among Mayang Imphal Municipal Council Ward No 1, 2, 3, 4, 5, 6, 7, 8, 11, 12 and 13 and one seat for women from Ningthoukhong MC Ward No.1, 2, 4, 5, 6, 7, 8, 9, 11 and 13.One women seat will also be selected from Thongkhong Luxmi Bazar MC Ward No 1, 2, 4, 5, 6, 7, 8 and 10.Mention may be made that advocate general Manipur had placed before the High Court of Manipur during hearing on a PIL on August 14 this year that state cabinet had taken a decision to conduct elections for local bodies in the last week of November this year but yet to issue formal notification.
Earlier on April 13 this year too, High Court of Manipur chief justice Sanjay Kumar and justice Ahanthem Bimol ordered the government to specify reason for non-conduct of elections to the local bodies for a long time.
The court's order was passed in consideration of a PIL filed by advocate S Shyamcharan on April 11 this year seeking issuance of notification for elections to 26 local bodies.
The PIL also sought immediate halt to appointment of care taker for local bodies whose tenure expired on June 15, 2021 and conduct of elections at the earliest possible time.
Mention may be made that elections to municipal councils and Nagar Panchayats of Jiribam, Andro, Lamlai, Mayang Imphal, Lilong, Samurou, Wangoi, Thongkhong Luxmi Bazar, Sekmai, Lamsang, Thoubal, Heirok, Wangjing, Yairipok, Kakching, Nambol, Sugnu and Sikhong are yet to be conducted though their tenures had long been lapsed.
