Binobala Nongmeikapam, Deputy Director (WP) of Social Welfare Department, Government of Manipur and also Member Secretary of Manipur Commission for Protection of Child Rights was invited as a panellist for 'National Seminar on Adoption' held on November 15 at Pravasi Bhartiya Kendra, Chanakyapuri, New Delhi.
The National seminar was organised by Central Adoption Resource Authority (CARA), a statutory body of the Ministry of Women and Child Development, Government of India.
CARA is the nodal body for adoption of Indian children and is mandated to monitor and regulate child adoption in India.
According to a statement, Binobala Nongmeikapam was amongst few of the panellists invited to speak at the seminar.
Other speakers were lawyers, academicians and adoption experts from different parts of the country.
Binobala Nongmeikapam highlighted the issues, concerns/ challenges faced by the State and by the other North Eastern States as a whole.
She highlighted that the definition of "Relative" under subsection(52) of section 2 of the JJACT 2015 needs to be broaden to include other relatives who fit the criteria /provisions prescribed under the Act to bring a balance with CARA guidelines and respect and inclusion of customary laws.
Further, she highlighted the need for maintaining State specific/ NE specific list for prospective adoptive parents.
At present seniority of waiting prospective adoptive parents, registered on-line in CARINGS (an on-line system for registration, facilitation and monitoring legal adoption in the country ) is just one single list for the entire country.
Participants were from Authorised Foreign Adoption Agencies, Specialised Adoption Agencies, Grown up Adoptees, Prospective Adoptive Parents, Students from Dept of Social Work (Delhi University; Jamia Millia Islamia; Amity University; Aditi School Social Work etc), functionaries of ICPS, Members of CARA and officials from MWCD .
