CM Biren mulls land bank in state

While stressing the need for keeping a land bank iff the state in view of problems faced in finding land for taking up development projects, chief minister N Biren Singh has said that plan for development in future would not be possible if the state does not establish a land bank.
Clarifying to the Policy Cut Motion raised by Opposition member Th Lokeswar during discussion on demand for grants of Revenue Department on the 8th day of second session of 12th Manipur Legislative Assembly on Tuesday, Leader of the House CM Biren said that an intensive land survey is being carried out in the state and the government is considering to hand over the power of land purchase/sell to the DC.
He said that the government is facing problem in finding land for development projects and this problem will be increased in near future if the state fails to establish a land bank with proper digitisation.
When the demand for grants was moved in the House, Lokeswar raised Policy Cut Motion while highlighting alleged improper land registration system in the state and problems faced in selling land for immediate financial requirement.
He said that the process of taking cabinet approval for land purchase/sale is too lengthy and the process could be shortened if the DCs concerned are given power to deal land purchase/sell at-least for the indigenous people.
In his clarification to the points raised by the Opposition member, CM Biren said that the land registration could be done at the level of DC and there are various issues in digitisation of land records due to various reasons.
However, a committee comprising law minister, revenue minister and agriculture minister has been holding meetings from time to time and approving land registration.
The committee recently approved around 320 land purchase/sale issues and approved registration.
He then assured the House of taking up steps to settle the purchase/sale issues at the district level as well.
