Federation opposes cabinet decision on base year

While contending that there should be no base year for Inner Line Permit system as it would give advantage to outsiders.
Federation of Haomee (FoH) has demanded the government to revoke the cabinet decision.
In a release, FoH president Sapamcha Jadumani said that the cabinet's resolution to adopt 1961 as the base year for ILP system technically meant that outsiders settling in the state after 1961 and their progenies would not be covered by the system.
The government should take its decision after studying how ILP system is implemented in three North East states namely Arunachal Pradesh, Mizoram and Nagaland.
The aforementioned states covered every non-native under the ILP system, thus protecting the indigenous people.
Moreover, these states clearly define who are 'non-native' and all those non-indigenous people despite living in the state for 500 years are considered as outsiders, he informed.
However, the government of Manipur has failed to define 'native people' despite implementing ILP system since December 11, 2019.Instead, people from other states and outside the country who are living in the state are recognised as indigenous people, he denounced, while adding that such act is a move to wipe out the indigenes and set up a society of outsiders.
Enquiring whether the state or central governments took up any initiative of detection and deportation of outsiders coming and residing in the state from Myanmar and Bangladesh under the Foreigner Act, 1946, Jadumani demanded the state government to detect the immigrants, implement NRC and define indigenous people if they wanted to save the indigenes.
Recalling the previous agreements reached between AMSU and AMSCOC with the CM and the Governor on July 22,1980 as well as on August 5 about detection and deportation of foreigners based on NRC, 1951, he said that setting of base year for ILP system is nothing but bluffing to divert from the agreed points.
People who do not know such political plot are happy as they considered it as a base year for protecting indigenous people, he added.
