Imphal, October 17 2021:
Explaining the reason for halting the public rally of Yaiskul AC intending candidate Brinda Thounaojam, Imphal West district SP Dr S Ibomcha has said that the rally was not allowed as they did not have prior permission.
Speaking to media persons at his conference hall on Sunday, Dr S Ibomcha reminded that gathering of people in Imphal West district without the approval of the district magistrate is not permissible due to imposition of Section 144 of CrPC and Covid-19 protocol.
There was information about an open bike rally and meeting for Brinda which could be attended by people of Manipur.
Prior information was given not to hold the rally without prior permission, he said and opined that had permission been granted, then security arrangement and traffic regulations would have been made to ensure law and order.
Urging the people to organise rally and meeting with due consent/permission of the authority concerned, Ibomcha said that they would arrange security and regulate traffic so that no unfortunate incident takes place.
He also urged all to follow the rules laid down by the authority.
Meanwhile, Imphal East SP N Herojit said that as prior permission from the home department should be taken before organising any public gathering, Imphal West district police obstructed the rally as they tried to march forcefully without prior permission.
He maintained that they did not target anyone and they were just performing their duty and following the law.
