JCILPS, Moirang unit conducted a public consultation programme on ILPS at Patlou Mandop, Moirang today.
The consultation programme made five recommendations that include extending support to the five-point demand forwarded to the Government by JCILPS, inclusion of legal experts and representatives of All Political Parties Committee on ILPS in the drafting of new ILPS Bill, withdrawal of the charges levelled against Robinhood in the police FIR and awarding punishment to the police personnel responsible for Robinhood's death and opening of educational institutes at earliest.
JCILPS convenor-in-charge Ratan said that the State witnessed sudden rise population due to the influx of non-locals after the removal of ILPS from the State in 1950 .
According to the 2011 Census, International and domestic migrant population of the State has crossed 10 lakh mark, he said.
As such, non-locals would outnumber indigenous people if their entry is not regulated through implementation of ILPS, Ratan observed.
Maintaining that people erupted in mass protest due to the forcible passing of MRVTMW Bill, Ratan said that Sapam Robinhood, who took part in this protest, died in police action.
JCILPS member Sunil Karam said that many people in Manipur opined that ILPS is unconstitutional although the same system is fully enforced in neighbouring States.
Apart from non-locals from different Indian States, large number of migrants from Myanmar, Bangladesh, Bhutan and Nepal are shifting to the State every day, he said.
Advocate Khaidem Mani, retired IAS officer P Saratchandra and social workers Ph Mani and O Jugin also spoke at the programme.
