Implementation of State Culture Policy, Film Policy on the anvil

Arts and Culture Director Dr K Sushila Devi has declared that Manipur Culture Policy and Manipur Film Policy are in the pipeline to be implemented in the State.
She was delivering presidential speech at the inaugural function of the 46th All Manipur Shumang Leela Festival 2017-2018 organized by Manipur State Kala Akademi at Iboyaima Shumang Leela Shanglen, Palace Compound today.
Dr Sushila who is also the secretary of Manipur State Kala Akademi said that the two policies have been put in the Manipur Gadget and uploaded in the website of the Department of Arts & Culture for seeking suggestions, comments and feedback from experts and public.
She elaborated that once the process of seeking suggestions and comments is complete, necessary corrections will be done and will be submitted to the concerned Minister and authorities concerned for its implementation at the earliest.
Observing that majority of the people of the State do not show much interest in Shumang Leela plays perform by female artists, she urged the people to encourage and promote Shumang Leela performance by both male and female artists.
She also appealed to the female Shumang Leela artist groups to work sincerely and try to popularise the art form in the International arena.
She further appealed to the people to contemplate the essence of Shumang Leela through the festival.
She also sought feedback from the audiences regarding the festival so that necessary corrections can be made if required.
Gracing the occasion as chief guest, Hiyanglam AC MLA Dr Yumnam Radheshyam Singh who is also the Chairman of Manipur Electronics Development Cooperative Limited underscored the need to make Arts and Culture Department a major Department to further promote the rich arts and culture of the State.
He asserted that there should be a regular secretary of State Kala Akademi to enhance its functioning apart from putting separate and suitable budget for the Shumang Leela and Shumang Leela Council in order to fortify the art form.
Describing Shumang Leela as an art form that portrays various social and political issues confronting the State and in other parts of the world, Radheshyam said that Shumang Leela is also a vibrant art form that educates the audiences apart from providing infotainment.
He also emphasised on the need to include the art form in Manipur University of Culture to garner mass recognitionh across the world.
On the occasion, awards for the 45th All Manipur Shumang Leela Festival, 2016-17 were presented.
12 male Shumang Leela artists groups and 14 female artists groups are participating in the festival.
The festival will wind up on February 28 .
There will be no play from January 25 to 28 .
