Imphal, August 23 2014 :
A two-day sensitization programme on Indigenous People being organized by Centre for Human Rights & Duties Education (CHRDE), Manipur University began from Friday at the conference hall of the Centre here.
The inaugural function was attended by Th Chaoba, president of BJP Manipur Pradesh as Chief Guest; Dr M Sureshkumar, co-ordinator of CHRDE as President while P Saratchandra, former Principal Secretary; Khaidem Mani, president of All Manipur Bar Council and RK Nokulsana, senior advocate Gauhati High Court as Guests of Honor.
Speaking on the occasion, Khaidem Mani observed that the State is devoid of competent opposition party and good governance, thereby leading to a chaotic political situation.
He said that people should elect competent representative in elections so as to witness good governance in the State and noted that no external force can suppress the right to save indigenous people.
As far as the demand for implementation of Inner Line Permit System in the State is concerned, the Bengal Frontier Regulation Act, 1873 which had been already put in place in other northeastern States was framed during the colonial rule.
Instead of demanding this, it will be much wiser if people demand to enact certain State laws under Article 19 (5) and Article 162 of Indian Constitution to implement the ILP system, he maintained.
Stressing on the need to take up effective measures to stop non-locals registering in voters' list in all the constituencies, Mani added that practice of selling landed properties to outsiders should be stopped as a step to curb ever increasing number of non-locals in the State.
