Imphal, March 01 2015:
JD(U) Manipur unit and Aam Admi Party (AAP) Manipur unit have asked the State Government not to do anything which may forfeit people's faith reposed in the All Political parties Committee on ILPS.
Speaking to media persons at their Babupara office today, JD(U) State unit president M Tombi recalled that in the wake of sustained and intense agitation by the public for enforcement of ILPS in Manipur, a joint meeting of all political parties was held in August last year with Chief Minister O Ibobi in the chair.
The meeting decided to constitute an all political parties committee with Deputy Chief Minister Gaikhangam as chairman and MLA RK Anand as convenor to look into the issue of ILPS more minutely.
The all political parties committee worked for over nine months to frame a regulation similar to ILPS after consulting many civil society leaders, legal experts, political leaders, former Chief Ministers, student leaders and intellectuals.
Finally, the committee submitted a six-point recommendation to the State Government to be tabled in the State Assembly in the form of a Bill.
But the Government is yet to table the same Bill.
The popular issue must be debated in the State Assembly and the House session should be extended, if necessary, Tombi said.
JD(U) and AAP have already submitted a dummy law to the State Government for enforcement of a regulatory mechanism similar to ILPS.
Keeping away the draft Bill from the State Assembly is nothing but humiliation of all the political parties, he said.
AAP Manipur unit convenor Th Manihar demanded that the ILP Bill should be tabled and passed during the ongoing Assembly session.
It is another matter that the Bill already passed by the State Assembly is not given assent by the Governor.
If there is any further public agitation on account of the Government's failure to table the draft Bill, JD(U) and AAP would join the public agitation, Manihar said.
