Imphal, July 27 2016:
The matter of non-release of compensation to fake encounter victims' families even after the directive of the Supreme Court is likely to get embroiled in another controversy.
D Abonmai whose son was a victim of alleged extra-judicial killing today refused to accept a cheque of Rs 4 lakh from the Tamenglong DC as the total compensation amount is Rs 5.5 lakh.
The State Government's counsel had told the Supreme Court during a hearing that compensation had been provided to all the families of fake encounter victims on July 13 .
However, after some days, families of 11 victims made public that they had not received any compensation despite the recommendation of National Human Rights Commission.
D Abonmai's son Chahotliangbou Abonmai of Tamenglong district was killed by Manipur police commandos in an alleged fake encounter at Langol Tarung on May 25, 2008 .
Recently the Supreme Court ordered the Sate Government to provide a compensation of Rs 5.5 lakh (including a fine of Rs 50 thousand for delay) to the families of 28 victims including Chahotliangbou Abonmai.
On July 19, the Additional Chief Secretary (Home) issued orders to all the DCs concerned to hand over the compensation.
However, the order mentioned that Rs 4 lakh would be provided as a first instalment to Abonmai's family.
It further said that the remaining amount would be handed over after the Finance Department approves the LOC.
However, Chahotliangbou's father refused to receive a cheque of Rs 4 handed over by the Tamenglong DC today.
The DC also assured the father that the remaining Rs 1.5 lakh would be paid within a month's time.
