The Centre's decision to revoke the NSCN (IM) cease fire extension from Manipur and other North Eastern States following intense opposition to the same was officially circulated amongst the Council of Minister by the Union Home Ministry.

17 issued by Yashwant Rai, Joint Secretary in the Ministry of Home Affairs on August 22 circulated the unclassified Monthly Summary No.198 of the Ministry for the month of July to all the members of the Union Council of Ministers.
The circulation notified that the Government had decided to drop the phrase "without territorial limits" from the cease fire agreement.
The full text of the official notification reads, "In a meeting with MPs and MLAs Forum of Manipur on 8.7.2001, the Government decided to review the ceasefire with NSCN (IM) in its entirety including the words "without territorial limits" and the Government Interlocutor held meetings with NSCN (IM) leadership in Amsterdam on 22-24 July, 2001.The Prime Minister has also taken a meeting with the Chief Ministers of six North Eastern States and the Governor of Manipur on the 27th July, 2001.
