Imphal, August 25 2011:
High-lighting the excesses committed by NSCN-IM in Manipur, the Prime Minister and the Home Minister have been asked to roll back the ceasefire pact now in force between the Union Government and the NSCN-IM, stated Chief Minister Okram Ibobi.
The Chief Minister also exuded confidence that the Centre would take up some positive actions very shortly.
He was responding to a call attention motion raised by MPP legislature wing leader O Joy and MLA RK Anand about the August 1 terror blast at Sangakpham in which five people were killed besides injuring eight others.
"During my recent visit to Delhi, I talked with Prime Minister Dr Manmohan Singh and Home Minister P Chidambaram.
Informing them about the criminal activities in which the NSCN-IM was involved in Manipur, where the ceasefire pact is not enforced, I made it clear that it would be better for the Centre to revoke the ceasefire pact and call off the peace talk", Ibobi stated.
Considering the acts of triggering bomb blast, murder and targeting ADC members, the Government of India would take up some positive actions very shortly, he asserted.
Taking serious note of the ambush on MLA Wungnaoshang Keishing, the Government of India has decided to hand over the case to NIA.
Informing the House that police investigation has established NSCN-IM's hand in triggering the bomb which was fitted in a scooter (Bajaj Chetak) at Sangakpham Bazar, Ibobi stated that one NSCN-IM cadre, Anthony Kamei of Sadu Khoiloi village in Henglep sub-division was among the five persons killed in the terror attack.
On tracking the SIM card and registration number of the bomb fitted scooter, it was learnt one 4th IRB personnel Ganglun Kamei was also involved in planning the terror.
He has been arrested and put under judicial custody.
The IRB personnel was among the escort party assigned to the Senapati ADC Chairman.
On his disclosure, it has been learnt that the terror attack was carried out by Anthony Kamei at the command of NSCN-IM's self styled Loktak area commander Adim Kamei, the Chief Minister informed the House.
Information about movement of the ADC Chairman was conveyed by the IRB Rifleman to Anthony Kamei.
However, the bomb exploded prematurely when Anthony was sitting on the same scooter fitted with the explosive.
That Anthony Kamei was an NSCN-IM cadre has also been confirmed by his own family members, Ibobi added.
Earlier, raising the call attention motion, MLA O Joy demanded that since the State Government has pointed its finger to NSCN-IM for the terror attack, it should ask the Government of India to declare NSCN-IM as a terrorist organisation.
He also asserted that the House ought to condemn the acts of terror unleashed by NSCN-IM which included ambush on MLA Wungnaoshang Keishing, triggering bomb blast targeting ADC Members, murder of Dr Kishan and his staff and killing of women and children.
MLA RK Anand questioned as to how the NSCN-IM are allowed to move freely in Manipur where the ceasefire pact is not in force.
He also urged the Government to take up stringent measures to check acts of terror being perpetrated by NSCN-IM in the State.
