Appointment anomalies at RIMS ?

A serious allegation has been raised about appointment of 23 individuals as multipurpose workers in RIMS through faulty means.
A well placed source informed that the 23 multipurpose workers were appointed fraudulently without publishing any advertisement.
On December 16 last year when Prof Arunkumar was the RIMS Director, a notice was issued for engaging 46 multipurpose workers.
In accordance to the notice, interview was held on December 22 and forty six multipurpose workers were engaged.
The notice for engagement of 46 multipurpose workers gave such details like number of posts reserved, monthly remuneration, requisite educational qualification etc.

Not long after the 46 multipurpose workers were engaged, Prof Arunkumar was replaced by Prof S Rita as RIMS Director.
Prof S Rita issued an order on July 8 this year for appointment of 23 additional multipurpose workers.
The order was issued separately against each appointee and it said that the additional 23 multipurpose workers were engaged in accordance with recommendations made by the selection committee based on resolutions of the meetings held on December 22, 23, 24 and 26 last year and the standing finance committee resolution of December 12, 2013 .
In case the selection committee and the standing finance committee took decisions to engage 23 additional multipurpose workers, it is questionable as to why no notice was issued as done before engagement of the 46 multipurpose workers.
It is highly doubtful whether any decisions were taken by the selection committee and the standing finance committee to engage the 23 multipurpose workers.
As for the engagement of 46 multipurpose workers, it was done with in accordance to recommendations of the selection committee and with due approval of the standing finance committee.
If 23 additional multipurpose workers should be engaged after engagement of 43, it should have been done after issuing fresh notice, said the source.
There was acute shortage of staff nurses at RIMS when Prof Fimate was its Director and RIMS authority sought the Health Ministry's approval to appoint 320 nurses.
As sanctioned by the Ministry, a notice was issued for appointment of 71 nurses in RIMS when Dr Sekharjit was the Director.
After appointment of 71 staff nurses, a proposal was sent to the Ministry to appoint another 19 staff nurses from out of the non-selected candidates.
The proposal was discussed in the 43rd executive council meeting of the Ministry and the meeting recommended appointment of additional nurses through publication of fresh advertisement.
Out of the 23 multipurpose workers engaged on July 8, eight have been posted in RIMS Dental College, one at the Medical Superintendent's office, one at Account Officer's office, seven at CSSD, one at general section and five at eastern hostel as per an order issued by the Deputy Director (administration) on July 17, informed the source.
