Chief Secy reviews fund utilization

Ahead of the Union Planning Commis-sion's schedule to review uti- lization mode of the State's plan amount on September 23, Chief Secretary PC Lawmkunga to-day reviewed utilization rate of the plan amount as well imple-mentation of flagship program- mes.
An official source said that the meeting held at Secretariat South Block was attended by Additional Chief Secretary (Planning&Finance) RR Ras-hmi and top officials of diffe- rent departments.
Apart from reviewing the utilization rate of the State's plan amount for the current financial year, the meeting also deliberated on restructuring flagship progra-mmes as well as central spon- sored schemes.
Even though the State's plan outlay was fixed at Rs 3650 crore in April this year, very little percentage of the amount has been utilized so far because of the onset of rainy season and failure of different departments to finalise their work programme, informed the official.
Meanwhile, the Government has started paying out liabilities incurred for execution of different projects du- ring the last financial year.
Funds sanctioned for different flagship programmes during the last fiscal have been utilized completely.
Now due process has been initiated to release funds sanctioned for the current financial year.
There were 167 numbers of central sponsored schemes but the figure has been reduc-ed to 66 after similar schemes were clubbed together.
Regarding funding of the reduced number of central sponsored schemes, the Chief Secretary sought opinions of the officials present at the meeting.
Austerity measures put in place by the Govt since last year in order to check further aggravation of the State's sick financial condition still stand but the departments are still unable to comply with the austerity measures fully.
On the other hand, another meeting presided by the Chief Secretary this afternoon discussed about a memorandum which would be submitted by the State Govt to a team of the 14th Finance Commission who would visit the State next month.
