Anomalies suspected in drawing up seniority list

A strong suspicion has been raised about serious anomalies and flaws in compiling seniority list of Grade IV officers of Veterinary and Animal Husbandry Department, and promotion of some Grade IV officers to Grade III based on the same defective seniority list.
A reliable source informed that the Veterinary and Animal Husbandry Under Secretary issued a final seniority list of the Veterinary Officers on October 23 last year.
Before this, a tentative seniority list was issued by the Commissioner, Veterinary and Animal Husbandry on September 21 last year inviting claims as well as objections.
The final seniority list was issued in the form of a notification on October 23 after going through all the claims and objections made by different officers.
According to rules/conventions, the seniority list should be issued in the form of order, not as notification.
The seniority list should be issued in the form of order and its copies should be sent to the Minister concerned, Department of Personnel and Manipur Public Service Commission.
But copies of the seniority list issued in the form of notification were sent only to Veterinary and Animal Husbandry Director, Printing and Stationery Director and some relevant officers.
On the other hand, there was an interim order from a Court in connection with listing one officer in the Grade IV seniority list who should be, according to rules, bracketed in Grade III .
To correct these flaws and anomalies in time, Veterinary Minister, Chief Secretary, Department of Personnel, MPSC and Veterinary Commissioner were approached.
However, instead of correcting the mistakes, a promotional DPC was held on Friday last based on the anomalous seniority list.
The promotional DPC continued till February 17 and it was not some ordinary DPC for its results would be declared with due concurrence of MPSC and selected one would be promoted to the rank of Deputy Director, informed the source.
On the other hand, many cases are pending in Courts after complaints were filed about anomalies and lapses during recruitment process of Veterinary and Animal Husbandry Department.
Continuation of such anomalies may further aggrieve employees of the department which would be a deterrent in the overall functioning of the department.
As such, the promotional DPC held in the last couple of days need a thorough re-examination, further informed the source.
