Imphal, May 13 2012:
As Sadar Hills ADC Chairman SH Seipu has refused to budge from his position, though he has allegedly lost the support of the majority, the issue of electing a new Chairman or retaining the incumbent would be settled through voting by ADC Members.
After discussing the no confidence motion put up by some Members of the ADC, all the Members would vote for a new Chairman on May 23 .
Information received here said that the Chief Executive Officer of the Council has issued a notification in this regard.
The Council has been rendered non-functional for the last two months after 16 Members opened a rebel camp openly challenging the chairmanship of SH Seipu.
Notably, Sadar Hills ADC has 26 Members including two Government nominees.
Earlier on April 10, Chief Minister Okram Ibobi and MPCC president Gaikhangam summoned all the Members of Sadar Hills ADC to the Congress Bhavan and asked them one by one the candidate of their choice for the post of Chairman.
After learning the choice of each Member, Ibobi and Gaikhangam instructed Seipu to resign from the post of Chairman as he was no longer supported by the majority.
However, Seipu has been refusing to quit his post.
Subsequently, the CEO issued a notification for election a new Chairman by voting.
Sadar Hills ADC Members would vote for a new Chairman at 11 am of May 23 at District Council Hall, Kangpokpi after discussing the no confidence motion put up against Seipu.
The rebel ADC Members are being led by Vice Chairman Haokholal Hangshing.
They accused Chairman Seipu of running the council like his own fiefdom without consulting any of the Members.
Seipu never bothered to implement any resolution of the council nor did he ever work for development at grassroots level, they alleged.
