Screening Committee to study proposals

As per the instruction of the Election Commission of India (ECI), any proposal or queries by any of the Departments and directed to the ECI, will be first scrutinised by a Screening Committee chaired by the Chief Secretary and then sent to the ECI through the Chief Electoral Officer (CEO) Manipur.
According to a reliable source, a Screening Committee chaired by the Chief Secretary was constituted on March 11 under the instruction of the ECI.
The three people committee will have as its members the Secretaries/Principal Secretaries of the Departments concerned.
The Screening Committee also has the Commissioner (Planning) as its Member Secretary.
As per the order of the Chief Secretary, the Departments concerned cannot send any queries or proposals to the ECI directly.
The said proposals will be first be scrutinised by the Screening Committee and then sent through the CEO Manipur, in light of the ECI existing instructions/clarifications available in the form of manual on Model Code of Conduct.
The order continued that the proposals cleared by the Screening Committee will be submitted to the CEO along with full details and a note on why the proposal cannot wait until the completion of the election.
The CEO will forward only the proposals that are cleared by the Committee, to the ECI along with his or her comments immediately, it stated.
Any proposal which need exemption or relaxation of the ECI guidelines will be referred to the Member Secretary under intimation to the CS, it added.
