Along with official announcement on conferment of the Prime Minister Administrative Excellence Award, 2007-08 to Manipur for the first time among the North Eastern States yesterday, the Union Ministry of Finance has issued an order in connection with adoption of the Manipur Public Servant Personal Liabilities Act enacted by the Government of Manipur in all the Indian States.

To be presented at the occasion of the Civil Service Day commemoration at New Delhi on April 21, the award carrying a gold medal, a citation and a cash reward of Rs 5 lakhs would be received jointly by former Chief Secretary of the State and current DONER Secretary Jarnail Singh, former Finance Commissioner of the State and current Joint Secretary of Union Ministry of Environment and Forest RR Rashmi, Special Secretary Finance K Radhakumar and two NIC staff namely Budhimala and Seileja.
During the time of Jarnail Singh as the Chief Secretary of the State, list of the Government employees had been prepared successfully along with identification of fake appointments cases, thus cutting down the expenses of the State Government.

In 2002-03, the total number of Government employees was reported to be around 71,255 but after completion of the MGEL in 2006, a total of 10,000 cases of 'fake', 'illegal' and 'ghost' appointments could be detected and cancelled, and the number of Government employees brought down to 61,850 .
Side by side, the State Government had also set up the Computerised Personal Information System of the employees and a Directorate to manage the system along with upgradation of the information related to the transfer, posting and promotion of the employees every month.
It is said that States like Uttaranchal, Meghalaya, Mizoram, Nagaland, etc have already shown keen interest in adopting this policy/system of the Manipur Government.
The Manipur Public Servant Personal Liabilities Act enacted by the Government of Manipur has also proved to be an affective mechanism to curb misuse of developmental fund by the employees rights from the lower level to the highest echelon.
Accordingly, the Union Finance Ministry had recently issued an order giving directive to all the Indian States to adopt the same mechanism.
