Imphal, August 05 2020: Ahead of the one day session of the State Assembly on August 10, chief whip of the Congress and MLA Govindas Konthoujam has issued a three line whip for all Congress MLAs to stick to.

A copy of the whip has also been submitted to the Assembly Secretariat.

The Congress had won 28 seats in the 2017 Assembly elections, but today has 24 MLAs in its kitty following the disqualification of MLA Y Surchandra, Ksh Biren and Y Biren just ahead of the election to the lone Rajya Sabha seat on June 19 .

MLA Th Shyamkumar had earlier resigned after which a disqualification ruling against him was issued.

Significantly the Congress had moved three no confidence motions against the BJP led coalition Government ahead of the one day sitting of the Assembly.

The first motion was submitted under the signature of CLP leader and former Chief Minister O Ibobi Singh on the alleged ground that the BJP led Government has failed to hand over the drugs seizure case of Lhukhosei Zou to the CBI.

The second and third no trust motions have been moved by MLAs K Meghachandra and Kh Joykisan against the Council of Ministers and on the ground that the Government has failed to take up any action against the numerous drug seizure cases.

The three line whip issued by Govindas Konthoujam lays down that all the Congress MLAs should stay put inside the Assembly till the session gets over and all should fall in line with what the CLP leader moves in the Assembly.

With the whip being issued, this means that no Congress MLA can stay away from the proceedings of the House and no one can move outside the State.

Even if any Congress MLA needs to move outside, prior permission has to be taken from the chief whip.

Any MLA found violating the whip can be disqualified under the 10th Schedule of the Constitution.

Significantly some Congress MLAs are seen to be backing the BJP.
