Guidelines spelt out for people returning home

With the State Government receiving a number of request from people stranded outside the State to let them return to Manipur, certain guidelines have been laid down for their return to the State.
Meanwhile, all the 92 people (87 from Guwahati and 5 from Mizoram) brought back to the State yesterday have been tested and all are COVID-19 negative.
As per protocol, they have been sent to their homes after counselling for strict adherence to quarantine rules, said a press release issued by Additional Director (Health) Dr Khoirom Sasheekumar Mangang.

All the people stranded outside the State and wishing to come home by private/hired vehicles should submit their details to the Home Department including vehicle registration number, identity card details and date of journey in a prescribed format to email ID [email protected].
All persons who intend to travel should register themselves on the website of the State where they are stationed at present and obtain e-pass for movement, said an office memorandum issued by Special Secretary (Home) H Gyan Prakash.
It said that the Government of Manipur will coordinate with the State Government concerned in obtaining e-pass and facilitate movement.
Compulsory medical screening before the start of movement should be done as per the guidelines of MHA and movement pass should be obtained from the State Government before the start of journey.
The office memorandum categorically stated that entry points for the State of Manipur will only be at Mao and Jiribam and they should arrive at the gates preferably before 12 noon.
While Home Department would communicate the information of passes issued to all concerned including the sending State and the transiting State(s) for easy movement, special efforts should be made to ensure that the vehicles are duly sanitised and sitting arrangement is made to ensure social distancing.
It is imperative for every passenger to wear mask, it said.
For people willing to avail public transport like train on payment, they should compulsorily registered on the Manipur Government official portal www.tengbang.in as well as in the official portals of the originating State Governments for obtaining e-pass.
They should wait for further confirmation from the Government of Manipur or the State Governments concerned regarding travel arrangements and compulsory medical screening should be held before the start of journey.
However, travel plans by train are subject to acceptance by the originating State and availability and sanction by the railway authorities.
Upon arrival, all passengers would be screened at Mao Gate and Jiribam Gate.
Any symptomatic person would be transported by separate vehicle/ambulance to RIMS/JNIMS for further testing.
All persons arriving from outside Manipur shall be under compulsory home quarantine or community quarantine except positive case which shall be dealt with as per protocol, read the office memorandum.
A screening certificate would be issued to passengers before discharge.
'Home quarantine' would be stamped on his/her hand for 14 days home quarantine and they should download and install ArogyaSetu App.
Any person found violating home quarantine norms would be sent immediately for 14 days institutional quarantine and legal action would be initiated under Sections 188 and 269 of IPC, it added.
