Only 30 % of Plan amount utilized

Even though the financial year 2012-13 due to over in less than three months' time, the State government and its various departments have not yet been able to utilise the allocated plan amount to the optimum.
Taking serious note of the matter, a Plan Review Meeting has been convened on January 10 to discuss measures for expediting utilization of the plan amount.
According to an official of State Planning Department, who do not want to be named, the government has been able to utilise less than 30% of plan amount till now.
Following the order of the Plan Review Meeting, government departments have begun submitting their plan expenditure reports.
Chief Secretary would be presiding over the Plan review meeting which is expected to be attended by heads of all the government departments.
The plan amount for the financial year 2012-13 is Rs 3500 crore approximately.
But delay in finalising the plans and submission of utilisation certificate has resulted in sanctioning of the allocated plan amount in piecemeal manner from the Centre.
So far, the Centre has released Rs 630 crore for the current fiscal year and it has not releasing any amount for some sectors which fail to submit utilisation certificates.
Mention may be made here that Chief Secretary DS Poonia on December 31 last had instructed all the heads of government departments to review and prepare the utilisation certificates and programme reports of their respective departments.
He also instructed them to submit the plan performance reports before the scheduled plan review meeting.
