KSO rebuts Addl Chief Engineer's testimonial on IT road

Kuki Students' Organization (KSO) Sadar Hills has rejected the clarification made by Addl.
Chief Engineer-III, PWD, Manipur on IT Rod in a press release on September 6 last.
President of the students; body Thangminlen Kipgen stated, 'We are not talking about the Government schedule for completion target but articulated the shocking condition of the road in some constructed site or section where construction activities have been already executed' .
He continued that not only the portion of 18.00 Km.
to 19.80 Km.

between Chawangkining and Thonglang Akutpa is disappointing but more than 7 to 8 kilometers is totally undesirable for the public while pointing out that nearly half kilometer of road widening is not executed at Gelnal.
"We have never heard a contractor in the name of Kalanchung, who according to the PWD Department is the responsible contractor in the road construction work between Chawangkining and Thonglang Akutpa" asserted KSO Sadar Hills supremo before adding that the student body only knows those sub-contractor and engineer who supervised them.
"Do the officials of the department, who are attending round the clock to avoid disruption of traffic were powerless to spot and monitor those landslide in various places along the road after completion of the premix work which makes the traffic movement totally sickening?", questioned Thangminlen Kipgen while appreciating the department for their keenness to repair the damages occurred on the recently completed premix works.
The student body chief further lamented that restriction to pay ES to the concerned contractor even after four months when NEC had already released the amount in May is indirectly a measure to render the contractor suffocate while making them work doggedly which also signifies the lackadaisical attitude on the part of the Government.
The delayed in payment to the concerned contractor is the key to the stagnation of the work progress, he pointed out.
Regarding the Addl.
Chief Engineer clarification on the embezzlement of Rs.15 crores stating that there is no such maintenance work taken on this road, the KSO Sadar Hills demanded white paper on total sanction amount from N.E.C.for the construction of the said road; major Tender five times package 0.00 to 70.00 i.e.Kangpokpi to Tamei including bridge and protection works tender acceptance amount; total saving amount after major tender; total amount of work order issued newly after package tender and total amount of payment made so far for the construction work.
If the concerned department do not issue white paper at the earliest the student body will file a suit under RTI Act cautioned KSO Sadar Hills supremo.
In the meantime, KSO Sadar Hills also put across apprehension that in such twisted situation the construction works of the road will bring to a halt without completion stating that the previous construction works in 2006-07 along the same road had also been ended without completing the construction work but the sanction amount had been withdrawn completely.
However, if the present construction work came to a halt without completion of the construction work the student body will not remain a mute warned Thangminlen Kipgen while appealing the concerned department for joint inspection of the construction work sooner or later.
