Chaoba bats for State law to monitor influx of non-locals

While demanding the State government to enact a law for checking rampant influx of non-locals prior to implementation of Inner Line Permit System, President of BJP, Manipur Pradesh, Th Chaoba has called upon political parties, intellectuals, women's and students' organizations for convening a joint meeting on implementation of ILP System to work out strategies for implementation of the restrictive regime in the State at the earliest.
Addressing a press meet at the party's office located at Nityapat Chuthek here today, Chaoba said that majority of the people have been demanding to implement ILP system in the State since the last ten years considering entry of unaccounted number of outsiders thereby posing threat to the existence of indigenous people but the State Government has not taken up any substantial step so far which is unfortunate.
Chaoba pointed out that governments in Nagaland, Mizoram and Arunachal Pradesh had already enacted certain laws to monitor influx of outsiders in their lands.
Likewise the government in Manipur could enact its own legislation or implement Inter State Migration Act to check the rampant influx of non-locals.
The two resolutions adopted in connection with implementation of ILP System by the State Legislative Assembly earlier were passed without any discussion by the State Cabinet, he further pointed out.
Saying that the government should come up with necessary steps other than the ILP to save indigenous people from unrestraint influx of non-locals which is increasing at an alarming rate, Chaoba emphasized on the need for certain laws to monitor selling and buying of land otherwise most part of the State land would fall into the hand of rich and influential people coming from outside after some years.
He noted that consent of two-third of the MPs in the Parliament is needed to implement ILP in the State and admitted that certain amount of time will be taken to implement the system here in the State as some changes have to be made in the Constitution.
