Imphal, August 12 2015:
Reacting to the report about CM O Ibobi presenting 'existing Acts' to the Central leaders recently, the Tribal Youth Council, Manipur (TYCM) urged the CM to stop talking and acting like a hypocrite.
The CM should have reported the real problems and issues of tribals, TYCM said in a statement.
Chief Minister Ibobi Singh while meeting the Prime Minister, Union Home Minister on August 8 in connection with the Naga Peace Accord, placed before the central leadership the existing Acts namely Manipur (Village Authority in Hill Areas) Act 1956; Manipur Land Revenues and Land Reforms Act 1960; Manipur ( Hill Areas) District Council Act 1971 and Manipur Legislative Committee (Hill Areas Committee) Order 1972 under Article 371C.Presenting the above-mentioned Acts before the Central leadership by O Ibobi is nothing but befooling them, it said.
How long CM, Ibobi will keep on deceiving both the Central leaders and Manipur tribals?, it asked.
The Acts exist only on paper without implementation.
Hill Areas Committee has never been functioning till date.
The two Acts and the provisions of Article 371C have never been implemented in the true spirit.
Hence, the spirit and intention of the Indian Constitution is defeated, it said.
All the Acts presented before the Central leadership by O Ibobi are only for namesake.
None of the above Acts are implemented in the State in their true spirit, TYCM said.
